Duties

  • Serves as the principal advisor to the OCREO DC, ADC, and senior leadership team on questions involving ongoing nationwide EEO programs, policies, and diversity operations.
  • Participates in short and long-term strategic planning to ensure the integration of OCREO objectives with the agency's initiatives.
  • Formulates EEO program and policy recommendations and advice; compares policy alternatives; and determines their outcome, including what counterproposals the agency may introduce to correct any negative effects.
  • Coordinates the analysis, development, and implementation of strategies regarding policies and regulations.
  • Defines problems, identifies relationships, evaluates and determines quality, assesses results, and arrives at conclusions when influencing policy changes that typically involve long-range, highly complex, and often politically sensitive topics.

  • Assists the DC and ADC in developing work plans, arranging audits, and establishing a dependable method of analyzing the results of modifications to operating procedures.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include knowledge of various EEO workloads; leading component projects, programs, and people; planning and executing agency wide projects; participating in long- and short-term component strategic planning at the executive level; conducting policy reviews, leading the development of SOP's, guidelines, and technical instructions, and developing and reviewing training. Experience must include serving on intercomponent or interagency workgroups affecting the agency's EEO program and advising at the executive level on EEO policies, practices, and procedures.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY
Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities and time limited appointments for veterans with a compensable service-connected disability of 30% or more. This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

This position will not be filled virtually or through outstationing.

This position is temporary not-to-exceed 1 Year. Temporary promotions or reassignments may be extended or become permanent.

This position is eligible for telework.

Relocation expenses will not be paid.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

This is high risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
