Vacancy is open to SSA DCBFM employees only. This position is not authorized to be filled virtually or through outstationing. The Official Duty Station (ODS) will be SSA-HQ, Woodlawn, Maryland. To participate in telework, you must reside within a 2-hour commute to the ODS.

Duties

  • Work includes oversight of building management, maintenance and operations programs, equipment repair, facility renovation, improvement activities, energy conservation, contract administration, budgeting and staffing.
  • The supervisory work and related managerial responsibilities constitute a major duty occupying at least 25 percent of the incumbent's time.
  • Assists Division Director in developing comprehensive evaluations for facility operations, budgetary requirements, employee staffing levels and materials needed to maintain facility operations.
  • Directs and oversees employees required to respond to building emergencies throughout agency facilities for floods, fire alarms, fire suppression system issues, electric concerns, water problems, natural gas emergencies and natural disasters
  • Oversees technical, programmatic and administrative development/implementation of policies, procedures and guidelines to enhance a positive impact on agency buildings operations, management, renovation, maintenance, repair and health and safety.
  • Evaluates policies and guidelines to ensure effectiveness.
  • Assists the Division Director in developing and implementing a budget for operating funds. Employs process controls to manage allocated funds. Implements administrative tools to track spending.
  • Directs and oversees employees to provide professional expert advice and appropriate services to agency employees, other agency components, external government agencies and contractors.
  • Advises the Division Director and management on a full range of building management issues related to agency infrastructure and ongoing operations.

Qualifications

MINIMUM QUALIFICATIONS
To qualify for this GS-13 Supervisory Building Manager (Branch Chief)you must have at least 52 weeks of Specialized Experience.

SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position/experience is in another federal pay scale or outside of federal service) by performing duties at a level equivalent to those performed in a federal position at or above GS-12.

SPECIALIZED EXPERIENCE is work that primarily consists of directing, coordinating and/or overseeing building operations, maintenance, repair and improvement projects.

If you have this experience, your resume must describe, in your own words, the duties you perform that demonstrate it.

Reviewers cannot assume you perform duties you don't describe.

Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.

SPECIALIZED EXPERIENCE must be met by the closing date of this announcement.

TYPICAL DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE:
(1) managing building services activities designed to promote occupant comfort and safety;
(2) conducting interior and exterior inspections of building systems;
(3) identifying and resolving building operation needs (e.g., maintenance, repair, new construction, or equipment),
(4) developing plans for minor repair and improvement projects;
(5) providing technical advice on building services contracts;
(6) writing specifications for construction, maintenance, or custodial services contracts;
(7) applying knowledge of building management programs and procedures;
(8) recommending resources to devote to repair, alteration and maintenance projects and
(9) working in conjunction with the activities of contractors.

Applicants for promotion must have at least 52 weeks at GS-12.
Time in grade requirement must be met by the closing date of this announcement.

Education

This position does not have an educational requirement.

Education cannot be used in lieu of (or in combination with) Specialized Experience to meet Minimum Qualifications.

The Area of Consideration (AOC) for this vacancy is DCBFM Competitive Service employees. Your SSA-45 must show your permanent duty assignment (DC Level and Office Level) and, if applicable, your temporary duty assignment (DC Level and Office Level) to demonstrate this eligibility.

Excepted Service employees in the AOC currently serving under (1) a Schedule A appointment for individuals with disabilities OR (2) a time-limited appointment for 30% or more disabled veterans, who meet other eligibility and qualification requirements, may apply using current Excepted Service status in lieu of meeting the requirement for Competitive Service status.
